Firstly, an observation. I am enjoying telling my Mexican fellow workers that Canada is going to soon legalize marijuana. (And by the way, there is no reason not to end Prohibition before the end of the next calendar year. If there is one thing worth hurrying, it is Liberty.)
Secondly, why is That Fuck Gordon Campbell still Our Man in London?

Clearly clarity is needed.
An immediate moratorium on investigations and arrests related to marijuana is already overdue. The police have No Right to waste our scarce resources on Prohibition. Period.
Gordon Campbell, in my own view, should likely be in a place without a key.

The B.C. Government and Service Employees' Union and the B.C. Private Liquor Store Association announced a partnership to advocate for the sale of recreational pot through the province's existing alcohol retail system.
I am not so sure about selling pot in liquor stores. Two very different kettles of fish are weed and booze. Seems to me stand alone marijuana retail will provide the greatest economic benefits to workers and society in the long run. Weed has long competed well with alcohol and other drugs. Why change what has been working pretty well for decades?

Canada will next year become the first country in the G7 bloc of leading economies to legalize marijuana, the government said Friday (Dec.4/15) in a speech by the governor general.
As for where to sell it...
I'd put smokes, liquor and pot together.
Making tobacco harder to get will push down smoking rates in the same way that making BC's booze stores ubiquitous has raised consumption.
Pot has ALWAYS been easy to find - our southern neighbours experience has been that reported rates are unchanged with legalized access.
Be sweet if marijuana were legalized on Cannabis Day. If not the day it is legalized ought to be declared thereafter a statutory holiday - Bob Marley Day!
