On our recent trip to Coba I asked our guide about the legality of marijuana in Mexico. "Legal, illegal, it doesn't matter. If the cops see a couple construction workers smoking a joint they take them to the outskirts of town, beat the shit out of them. Teach them a lesson. Tourists can usually buy their way out of being taught a lesson."
"So the laws change but the police do not? Who runs this country?" I asked.
Our guide brought his fingers together into a tight ball. "In this country it is always the fist," he smiled.
Just like every other country on Earth.
